17. Proposed Process for Metaverse Land Acquisition and City Creation

  • 17.1 Initial Land Allocation & Zoning:

  • 17.2 Zoning Regulations

    • i. Urban Planning Framework: Each city will be given guidelines for city layout, including minimum requirements for roads, sewer systems, electricity grids, and other key infrastructure. However, beyond these essential infrastructure guidelines, cities will have the autonomy to design their layout and aesthetic freely.

    • ii. Public Utility Infrastructure: BichonDefender will outline areas that need to be reserved for shared services (roads, utilities, public transport, etc.), which cities must adhere to. This ensures functionality and prevents overlapping or chaotic expansion in the metaverse

  • 17.3 Committee Formation and Governance

    • i. Land Zoning Committee: Establish an independent Metaverse Zoning Committee that will oversee the land allocation and zoning decisions. This committee will ensure each city has fair access to necessary resources and that the land division is equitable. This committee will also manage initial planning to ensure enough space for future expansion.

    • ii. Initial Committee Size: Recommended: 7-9 members for balanced decision-making. The committee will consist of:

      • 2 representatives from BichonDefender DAO (one focused on governance, one on infrastructure)

      • 1 representative from each city (5 total), elected by the initial community members or founding team of each city.

      • 1 urban planning and metaverse expert to ensure scalability and balance.

    • iii. Committee Responsibilities:

      • Finalize the initial zoning and land allocation.

      • Ensure each city’s infrastructure (roads, utilities, etc.) follows standard guidelines but allows for flexibility in design.

This allows for diversity and identity within each city, making them unique yet interconnected.

    • 17.5 Land Expansion Planning and Scalability

      • i. Growth Plans: Cities should provide a long-term plan for expansion. This will be reviewed periodically by the Zoning Committee to ensure enough space is reserved for future growth and that cities do not expand beyond their zoned areas.
